[TYPO3-dev] Issue 9523 not in 4.2.6?

Any idea why http://bugs.typo3.org/view.php?id=9523 isn't in 4.2.6??
The file in 4.2.6 says:
* $Id: class.t3lib_htmlmail.php 4487 2008-11-25 09:16:07Z steffenk $
while the issue states:
18.10.08 committed to SVN; TYPO3_4-2 (rev.4309); Trunk (rev. 4308)
Fixed in version: 4.2.3
Target version: 4.2.3
