[TYPO3-dev] Removing "enable extension without reviews" checkbox

How about moving the rating to a more prominent position?

Right now you'll have to click on the title of an extension, to get to the 
rating link (Unless the ext has more that 5 votes)
With a more acessable link, more people might begin to rate extensions..
(As the download counter still doesn't work, the Rating/Vote is the only way 
to see if an extension is popular.)
