Cleanup and change of encoding are 2 sides of a coin. If there are any 
complaints about charset in "old files": let's transfer it to a global 
charset (can be done almost automatically).

Enable people to share? There can only be one charset to do so: and it's 
definetly NOT iso-8859-1.

Just my 2 sides of a coint (cent).
