For debian, its always apt-get update && apt-get upgrade

that does the upgrading of current packages...

for a correct look at the existing libxml in debian repository, you
can use apt-cache search libxml, and then apt-cache show packagename.

the apt-get and aptitude commands are a part of the goodies you get with debian.
