[TYPO3-dev] Why are certain submodules of Admin tools hidden in Draft-workspace?

In a workspace you see only these options you can modify in it, ie
everything that can be versionized. The only exceptions are currently
file mounts. But also for admins only those file mounts are shown that
are configured for the workspace.
