[TYPO3-dev] Why are certain submodules of Admin tools hidden in Draft-workspace?

Just a guess. It is not possible to install an extension only in a
specific workspace. The same for configuration or installation. You
can't modify any variables neither through the Install Tool nor through
the configuration module just for a specific workspace.
