can the install tool not simply upgrade an existing site like how all  
other tools are doing it?

Seems like TYPO3 keeps itself locking itself into solutions it cannot  
get out. Profiding
an upgrade path is the way to get out of that again and leave old  
solutions behind in favor of newer/beter.
