I have been using PHPEdit from Waterproof (http://www.waterproof.fr/) 
for some time now.
It's a very nice IDE with great debug tools (DBG or Xdebug).

You can get a free license for private non-commercial use.

However - I'm thinking about trying Eclipse as well, as it seems to be 
the most preferered solution by TYPO3 devs.
