I use eclipse

I personally use the pdt plugin (php id) 
+ RSE plugin to transparently mount remote filesystem into my workspace
+ AnyEdit tools plugin (cleaup/charset etc)
+ Aptana plugin (for html though pdt is also capabel of basic html)
+ Flexbuilder

Remote working copys are ok if you use eighter RSE or SSHFS or something
like this.
Even remote debuggin is possible using xdebug or zenddebug.
