Hi all,

	This bug annonyed for a long long time. There is a extension
onet_correctform to remedy the problem. But it is better to correct this
in the core. I can see there are already patches to correct the problem.
Any core developer can take a look and commit the chage to the core?? It
would be a great help to those use utf-8. Thanks
