Well, not quite. TYPO3 could set the (default) collation when it creates 
the DB or the tables.

And I propose that TYPO3 4.2 should require Mysql 4.1 and actually set 
the character set depending on the forceCharset value. The collation can 
either be set via a default or via config var.
