Yes.

But if I retrieve e.g. 4.2.3 automatically every night,
1) I will never get 4.2.4 when it is released ...
2) I will never get any changes, because TAGS don't change ...

This would be a possibility:
With wget you can check, if the file has modified and the
run an auto-installer ...
