Well, no :-)

My original post opened up a discussion with more ideas than I expected 
and also didn't reach a consensus. So my problems are two-fold:

1) I don't know exactly in which direction to push. Introducing a "User 
Tools" module doesn't seem very popular, but there was talk of reviving 
the "Plugins" module or opening up the "Tools" module, with the latter 
being seemingly more popular

2) If the solution is indeed to open up the Tools module, it means it is 
not a simple task, in that it implies that the building of the list of 
modules displayed when defining a BE user or a BE group must be changed. 
The submodules of the "Tools" module must be included in that list, 
except when their configuration file clearly states that it is an admin 
submodule. And this information should be kept in cache somewhere so 
that all extensions must not be parsed everytime (unless this 
information is already loaded somewhere...). I don't mean that this is a 
huge amount of work, but it is unfortunately more than I can handle 
right now.

So the idea is not dead, but I'm not sure I will have time to submit a 
patch in time for 4.2...
