I do not propose a change of the storage format.

I see the need for a "real" date/time format, but I don't think we need 
it right now. For 4.x timestamp are ok for most of our applications. 4.2 
will support negative timestamps if I have my will ;-) This is now 
possible officially as PHP 5.1 supports tham now on all platforms.
