[TYPO3-dev] RFC: Introducing a "User Tools" main module

Hi all,

I would like to discuss the opportunity of introducing a new main module 
in the TYPO3 BE to put various tools in. Currently a lot of modules go 
into the Tools main module, but the latter is restricted to admin user. 
On the other hand, there's a User main module, but - as I understand it 
- it should restricted to user-related submodules, like User Setup and 
Task Center.

There are quite a few modules that go into Tools but should really not 
be restricted purely to admin users (examples are cc_awstats and 
mm_forum to name just 2).

Of course any new main module can be introduced at will using 
extensions, but I thought it might be a good idea to have a new 
"official" main module. It could be an extension for older installation 
of TYPO3 and be built-in (or a sysext) starting from 4.2.

The name "User Tools" is also just a suggestion. Actually I think it 
would be better called "Tools", and the current "Tools" could be renamed 
  "Admin Tools" which would be more appropriate.

What's your opinion?
