Personal opinion (Michael may tell official views): I use SVN trunk but if patch goes to 4.1.x too, I always test with 4.1 branch in SVN.

It should be SVN because SVN is usually far away from released branch. Some submited patches may not apply to current svn even if you updated svn a week ago.
