TYPO3 4.2 will bail out if your're not running PHP 5.1 (FE and BE).

We could also do a live check for the Mysql version, but I think it's a bit 
too time consuming for the FE, so maybe it's a typo3/init.php check only.

The installer will of course check both requirements.
