[TYPO3-dev] Let backend user assign news category to other be user

Hi

I have tried this question in the english list, but perhaps I have more 
luck here.

Im creating a new site with multiple backend usergroups. I have created 
a usergroup, super user, which will be able to create new backend users 
and that works fine.

My problem is, I also need the super user to be able to assign news 
categories to the newly created users. Is this possible without giving 
the super user admin rights?
