The cases TYPO3 and Joomla cover libraries not compilers.

GPL can use LGPL libraries. LGPL can't use GPL libraries.
You can use LGPL or whatever for extensions, that don't call TYPO3
libraries. If you call T3 libraries, the extension has to be GPL.
