[TYPO3-dev] manually clear and re-create temp_CACHED files

Yeah they should be, but for some reason they are not. I cannot figure
it out. Everything says they are being written, but in the end they
aren't there, so they must be deleted again somewhere.This is really
giving me a hard time!
