Maybe I did something wrong but it didn't work for me like that. I chose 
german aas the default language for a new user and then logged in as the 
new user - the BE was still english until I changed it in the users' 
task center. I found out that the options are even stored in different 
field in the database (be_users:lang and be_users:uc - serialized in lang).
