I'm not a native English speaker, so I probably might not find the best 
description/words, but here is my proposal:

Configures the handling of allowed/denied content elements and 
extensions in the rights-system for backend usergroups. Possible values 
are "explicitAllow" and "explicitDeny" (default setting).

"explicitAllow": you can select what is allowed for a usergroup, 
everything else will be denied by default.

"explicitDeny": you can select what is denied for a usergroup, 
everything else will be allowed by default.

Maybe a little long (I already shortened it - was a little bit longer 
while typing) - but I think/hope it is understandable for everybody.

You might want to have it more technical or more general and drop the 
naming of "content elements and extensions" - but I think it is far 
better to actually name examples. As far as I have seen, only these two 
parts are affected - and that seems to be that way for a looong time 
now. So I think - if it will someday be extended, it's no big deal to 
modify the text in the install-tool.
