Thanks - no I haven tried that before. I just changed it in the 
install-tool and it seems to be exactly what I was looking for, so just 
forget my proposal - the feature seems to be already there.

But I must say, that the description is totally rubbish. Who in the 
world (besides of the guy that wrote it) would associate this 
description with the rights-management of backend users?
I hope that the descriptions in the new install tool will be more self 
explaining and also understandable for non-core-developers.
