[TYPO3-dev] Some Notes About BE-User Languages

Hey all,

right now when setting up new BE users I see multiple ways of setting 
the BE language for the users:

a) Tools > User Admin

If I set the default language to something else than english (and that 
translation is installed, of course) -- nothing happens in the backend.

b) User > Setup

If I use the dropdown there and choose another language, then reload the 
backend, the BE gets translated.

Conclusion for me is, I don't see what the "Tools > User Admin" language 
dropdown is used for in a default installation.
I'd suggest using one language selector for both - so it's less confusing.

So if there are no objections (or: if no one can tell me what dropdown 
a) is doing) I'll put it in the BT and write a patch to give both 
dropdown the same functionality.
