Hi Brian,

The Idea behind it is to have hierarchical usergroups. You can change 
only users that are below in your hierarchy.

There is a typoscript setting that allows users to change users in the 
same hierarchy.

allowWhereMember
allowCreated
dontShowPrefix
CreateWithPrefix
