[TYPO3-dev] Problem with LanguagepacksRC1

Hi guys,

just installed RC1 to a Server to start to develop a new customer 
project ( they want 4.0 and won´t be finished within 2 - 3 Weeks).

How do i install languagepacks to RC1, T3 says language can not be used 
unless the languagepack is installed to "typo3conf/l10n/". So far no 
problem, copied csh_de to this folder,... but it didn´t work.. what did 
i do worng... or is it a bug ?
