Thanks Andreas,
It has hepled me but the problem is still remaining.
changes Made are:
1.added lines in httpd.conf
DocumentRoot 	 
"C:/Apache/Apache2/htdocs/typo3India/typo3_src-4.022/typo3_src-4.0/"
ServerName localhost
in <VirtualHost 127.0.0.1> block.
2. removed config.baseURL = 1
from TypoScript template

now, i can browse
top Level:
     <a href="home.html" >Home</a>
     <a href="about-us.html" >About Us</a>
     <a href="resources.html">Resources</a>

but for next level i cannot browse:
say for
<a href="resources/resource-1.html">Resource 1</a> and/or
<a href="resources/resource-1/resource1-1.html">Resource1_1</a>

Browser shows:
Typo3Logo.gif(image)
Error!
Error. Reason: "resource-1.html" could not be found, closest page 
matching is
--------------------------
and i cannot logged in to BE. The sane error is shown ...
please help....
