Yes. But it would take an enourmous amount of manpower. Basically it's 
unrealistic to solve all bugs in any software project as large as TYPO3.

And note that many bugs are feature requests, some are simply old (3.6!) 
and perhaps solved already. Sometimes they troubles are not reproducible or 
  are plain user errors that should have been discussed on the support lists.
