[TYPO3-dev] How far are the 5.0 architecture decisions?

Hi. Just a quick question to get myself a terse heads up:

How far are the 5.0 architecture decisions?
Will a framework be used? Will database functionality be used? Will  
T3 5.0 be strictly PHP5.1-OOP? Is the data model being cleaned up  
allready or is there still a discussion on general strategy going on?

And finally a questions that probably needs a sentence to answer:  
Where can an experience developer with a good data modelling track- 
record but that has only a very moderate T3 background help?
