And I would like to see that they would work consistent also in frontend 
editing. I have tried to solve problem , which relates with frontend.

title texts in edit panels work on the base of the BE user, BUT
title texts of individual edit icons base on the language of the PAGE.

The behavior is totally inconsistent. IMO edit panels work ok.
Language should behave in all circumstances correctly and consistent.
