[TYPO3-dev] [Typo3-Dev] indiscriminate of i18n and languages in typo3.

I'm sure the perfect ideal solution for charsets is to use utf-8
everywhere. Only thing that makes sense. But Dmitry has a point; we
have to be backwards compatible with thousands of installations and
given the fact that we are, I think we did a nice job. I don't see
that this will change before 5.0.
