[TYPO3-dev] Where to document possible bugs with example

Hi,

I gave last chance to Typo3 and installed 4.0b3.
Everything went OK in installation (congartulations).
I wanted to download  ter_update_check extension;
- extension manager settings -> set, OK
- current list -> retrieved/updated, OK
then I put ter_update_check into List or look up extensions
and clicked Look up, result;
Fatal error: Maximum execution time of 30 seconds exceeded in 
/home/4.0b3/typo3_src-4.0beta3/typo3/mod/tools/em/class.em_xmlhandler.php 
on line 111

Do I really have to increase max.execution time for php or is it a
feature ?

I'd like to ask this in bugs.typo3.org but filter beta3 is still missing 
under Typo3 core.
