[TYPO3-dev] safe_mode and install tool

hi there!

I did some packaging on typo3 for debian and noticed the following
in the install tool:

Headline in install-tool test:
->  Safe mode turned on
But the body says:
  safe_mode=off

I *know* the safe_mode is off, but how does typo3 come to the conclusion
its not?
