[TYPO3-dev] What is the right place for this bug?

Downloading of some extensions throw errors.
P.e. the extension beko_improved_login
Until version 1.1.0 goes without problems in TER2.
But the newer versions (2.1.0) give:

Warning: fopen(/var/www/demo/typo3conf/ext/beko_improved_login/)
[function.fopen]: failed to open stream: Is a directory
in /var/www/typo3_src-4.0rc3/t3lib/class.t3lib_div.php on line 2375
Extension Manager

Extension import results
Error: File "/var/www/demo/typo3conf/ext/beko_improved_login/" could not
be created!!!


And I tried already to solve it with a chmod 777 and a total delete of 
the directory before a download.

The upload of the t3x file gives the same error.

And some other extensions give the same problems.

*My question:* Where do I have to drop a bugreport.
Is it a problem of TER2 of are the extensions not prepaired for the new 
TER2?

I wonder.
