[Typo3-dev] Getting Typo3 4.0

I expected to find 3.8, 3.9, 4.0 branches but only found HEAD. What version is HEAD?

When I try to log in to the backend of my newly installed and configured 
site I get the message below which looks as a PHP 4/5 problem:
