You don't need an CVS account to do that. Do the "clean-up", create a
diff against current CVS (read-only access is there for anonymous, see
SF.net docu). Send it to the bug-tracker, inform the list etc of your
deeds (detailed description) and I'm sure some typo3-core developer will
take a look at it.
