[Typo3-dev] Make configuration simple

Maybe we can use "Visibility" as a tab and let Access be left in
the module frame?

Anyway, this is just an idea that has to be polished a bit. I
guess it is not as easy to implement as it first looks?  ;-)

Anyone know where I should put this suggestion? I guess it
should be considered for the 4.5 or 5.0 version of Typo3.
