In fact I do think this makes sense.

I really like the way we currently handle bugs of 
t3lib_cs/t3lib_htmlmail: We can just assign them to Masi/Jan-Erik and as 
far as I have seen, they always took their responsibility serious and 
fixed the bug.

The advantage of this way of spreading responsibilities is that the 
persons in charge know their parts of the system perfectly well, and are 
thus able to fix bugs much faster then someone who's not that familiar 
with all parts of the system. I for one usually need some time to 
understand the environment of the bug that I'm going to fix. For example 
if there's a bug in t3lib_iconWorks I first have to understand that 
class a bit, before being able to resolve a bug in there. If - on the 
other hand - someone would be in charge of that class, he could resolve 
the bug immediately, because he'd already know the way it works.

I would be very glad if we had a table on 
http://wiki.typo3.org/index.php/Bugfixing_Team listing the 
responabilities of parts of the core like this:

t3lib_cs			Masi
t3lib_htmlmail			Jan-Erik
typo3/sysext/install/		Ingmar
typo3/sysext/direct_mail/	???
...

To be continued.

The question is, if those persons should all get CVS write access. That 
would certainly be the most practical thing, but it might cause a loss 
of quality.
