Hi Bernhard,
I can't answer you the question for the TER-case, but as long as the
idea behind the restriction of the TER was to only distribute GPL
compatible code the answer could be yes.
HTMLArea is bsd code. Without the advertising clause it's GPL
compatible. The idea of the LGPL (also sometimes called Library GPL) was
to allow non-GPL programs to link against the libc. So its GPL but with
some special permission.
PHP-License (so the most of PEAR) and Apache License are incompatible to
GPL.
