tnx Rupert! It works.
The $TCA['tt_content']['columns']['header']['l10n_mode'] should be set 
to empty as in yours ext.

One more question if I could:
Can $TCA['tt_content']['columns']['header']['l10n_mode'] be set other 
way than by creating new extension?

If not I think maybe I should make public this extension that makes the 
trick for me? Some people on general english group was searching for how 
to get rid of [Translate to :] too.
