[Typo3-dev] Gobal extension repository ?

Hi,

I'm trying do to a core install based on the 3.8.0 version from CVS HEAD 
branch.

And it seem that not all globlal extension are available from the CVS 
typo3xdev. Is that right ?

Is there's any repository for those extension ?

For example the extension ext/tstemplate* from the global archive 
haven't any CVS folder. Does it mean they are not in CVS at all ?

Why ?
