Hi Bernhard,

the idea is to have a dynamically list of mirrors of the TER network 
with ONE address (aka fetched) and a local list for one or more possible 
local mirrors in a prio list.

Possible prio list:

* local mirror
* TER NETWORK

parts of technical design have to be solved during implementation

one part I forgot to say is that there is also the idea of automatic 
dependency resolving, see Debian APT
