[Typo3-dev] Security: limit extension available to install

Hi,
if we want to do the "white list" thing, we should provide configuration 
of the white list in the install tool. If there is interest in that, I 
can look into this. Do you have any special wishes? It should only be a 
minor change required to the EM and to the install tool.
I don't see why we shouldn't combine the "white list" with the "mirrored 
TER" idea- I think if we provide both functionality in the long term 
this will be perfect for all needs. (mirrored TER for huge 
installations, "white list" just for single installs).

Please give me feedback, then I will start on this :)
