[Typo3-dev] Extension manager and CVS information bug or feature

I finally got my ass up and made an extension that ignores dotfiles and 
directories if you upload them to TER. This works for Subversion, but I 
guess not for CVS because it uses a CVS-dir. Adaption would, of course, 
be trivial (the whole thing is just some lines of code) if needed. Would 
this be useful to anyone?

I just made this in < 5 min, but it should work.
