But why deprecated stuff anyway? To me the only point in marking as 
deprecated is that it can be removed after some, well-chosen amount of time.

Eg I think it's ok to remove splitLang now that we have with 
locallang,xml even a successor of locallang.php.

And a switch from. 3.x to 4.0 would make it clear, that new land has 
been reached. I wouldn't remove stuff when changing only a minor version 
number.
