[Typo3-dev] New rating extention...

Dear developers,
 
As promised I uploaded my rating extention to TER called ltg_rating.
I have been making it for our Live Travel Guides website 
(http://www.livetravelguides.com).

As soon as I have more upload space I will upload the openoffice 
documentation aswell which is already done...

I set it to beta for now altough we have it in production but not all 
options are tested.
