It is in the core, at least the part that ever will be. Try latest CVS for
the shiny new stuff.

"Real" DBAL will always stay outside and be done by the DBAL *extension*
that is (still) being worked on by me. It will/does allow you to run TYPO3
on other databases.

That difference probably seems "academic" from a user's point of view. :)
