[Typo3-dev] how to propose an extension of being part of core installation?

hi!

what is the process of proposing an extension/feature to be part of TYPO3 
core installation?

the reason for this question: i think there are some extensions out there 
which would be extremly usefull on any given installation if the user would 
only know that they exist...

one good example is bernhard kraft's EXT:kb_renmultp which adds a nice 
little wizzard that renames multiple pages with a single click. this 
particular wizzard fills the gap between the "create multiple pages", "sort 
pages wizzard" and the "lorem ipsum" extension - all of them features to set 
up a working demo environment with dummy content.
