[TYPO3-dev] All Frontend editing control to TS Config of users/user groups

Hi

IMO all Frontend editing control related matters should belong to TS 
Config of users/user groups NOT to some TS template

now 'allow' works in some template - IMO in wrong place.
I'm going to put in 'tm_contentaccess' in

allow=toolbar,...

Toolbar ONLY as an option to TS config for users/user groups.
Other are controlled both using TS templates and TS config for 
users/user groups. But I regard the correct place would be ONLY
in TS config for users/user groups.
