[Typo3-dev] Button sets for edit panels

Hi

In some installation edit panel set like

styles.content.editPanelPage.10.allow = toolbar,edit,new,hide,move,delete
tt_content.stdWrap.editPanel.allow = toolbar,new,edit,hide,move,delete

I have tested last time with 'move', which works in some site and some 
not. I can't figure, what's wrong in some sites.

The actual question however in this lists is that *these sets should be 
able to set in user/usergroup level*

They work in TS templates and TS Config of pages.
This is quite unsatisfactory.

It is possible to create own conditions for be users/ be groups.
It would be nice, if beusers and begroups couls have *as default*
standard conditions.
